John, there are mainly two different Kinds of Piston Tank Controllers available in Germany:
Norbert Brüggen manufactures Controllers with an analogue input for a linear potentiometer. Check out the last Pics im my Piston Tank Thread. There you can see how it can work.
The other Controllers are Hall Sensor driven.
All of them have just a digital Output, made with Relais Contacts or MOSFET.
What Output Signal is generated by the Timken Encoders?

This Chip ist used by Aveox. I designed a sensor driven BLDC Controller with it some years ago. Its analog Input and closed loop Feature might be the answer you are looking for.
In Germany this Chip ist very hard to get and VERY expensive, maybe not so in US
